If you have a sudden surge in payments that crosses some unknown threshold in an unknown short time, it will trigger a lock. You'll be asked to take some extra verification steps to prove you're real.
One way to avoid this usually is to email your account manager before you do any product releases that will cause an unusual surge in payments. I knew I was going to be in this situation, so I asked him if I could do the verifications steps first. They had me fax a few items to them. No big deal.
The reason they do this is to protect their users. They're just trying to curb the potential for fraud. One key to help with this is to keep your PayPal balance low. I try to withdraw every day. That way if a lock is flagged, I'll only miss the transfers from a few days.
Plan ahead and you'll be fine.
